With limited resources and a risk-averse approach, the City of Rotterdam had planned for the development of the former port area, a significant component of Stadshavens Rotterdam. Central to this undertaking was the imperative to safeguard socio-economic objectives through a well-defined strategy.
Recognizing the importance of transparency and predictability in fostering private-sector initiatives, STIG was entrusted with the task of laying the groundwork for a Public-Private Partnership (PPP).
